url rewriting - Tracking where a custom 404 is handled - code, IIS, etc? -

Is there a way to control a 404 error within the code?

We do not seem to have a site that we are hoping for.

We have changed the IIS custom error page to point to the new page, but we feel that it still redirects to the root of the old 404.htm file This site can be seen. We can not see why this happens and why this happens.
