tortoisesvn - SVN Won't download newly added files -

SVN will not download newly added files, but will update current. Developer B added 3 new files to the repo, and when the developer updates A, it does not download the file. Turtle SSVN and Visual SVN using both. Does anyone know what might be the reason for this problem? If developer goes to the Report Browser, they can see them, but they will not update their folders with updates only.
