moss - Populate a SharePoint Site with Users/Groups from AD -

I have created a SharePoint (MOSS 2007) site template, and I am creating a number of new sites program based on this template. . I want to populate each site created with this template with many users and groups from Active Directory. How can anyone do this, either as a part of the site template, or can provide guidance through code?
